This process is driven by a series of regulations at both the European Union and national levels, aimed at improving the energy efficiency of the existing building stock and promoting the construction of zero-emission buildings.<\/p>\n<h3 data-start=\"469\" data-end=\"512\"><strong data-start=\"473\" data-end=\"510\">The European Regulatory Framework<\/strong><\/h3>\n<p data-start=\"514\" data-end=\"985\">At the European level, the <strong data-start=\"541\" data-end=\"599\">Energy Performance of Buildings Directive (2010\/31\/EU)<\/strong> has been a fundamental pillar in defining energy efficiency standards for buildings. This directive aims to reduce greenhouse gas emissions and energy consumption in the EU building sector, with the ultimate goal of achieving climate neutrality by 2050. A significant revision of this directive was agreed upon in <strong data-start=\"914\" data-end=\"928\">March 2024<\/strong>, introducing more ambitious targets for member states.<\/p>\n<p data-start=\"987\" data-end=\"1440\">As part of the <strong data-start=\"1002\" data-end=\"1018\">&#8220;Fit for 55&#8221;<\/strong> package, the EU has proposed additional measures to accelerate the energy transition. These include the goal of making all <strong data-start=\"1142\" data-end=\"1181\">new buildings zero-emission by 2030<\/strong> and upgrading the <strong data-start=\"1200\" data-end=\"1227\">existing building stock<\/strong> to meet the same standard by <strong data-start=\"1257\" data-end=\"1265\">2050<\/strong>. These objectives were formalized with the adoption of the revised <strong data-start=\"1333\" data-end=\"1378\">Energy Performance of Buildings Directive<\/strong> by the <strong data-start=\"1386\" data-end=\"1437\">Council of the European Union on April 12, 2024<\/strong>.<\/p>\n<h3 data-start=\"1442\" data-end=\"1460\"><strong data-start=\"1446\" data-end=\"1458\">In Italy<\/strong><\/h3>\n<p data-start=\"1462\" data-end=\"1998\">In response to European directives, Italy has adopted a series of legislative measures to promote energy efficiency in buildings. <strong data-start=\"1592\" data-end=\"1641\">Legislative Decree No. 192 of August 19, 2005<\/strong>, is one of the key regulatory tools in this field, implementing EU directives and establishing criteria and guidelines for improving building energy performance. This decree introduced the requirement for the <strong data-start=\"1851\" data-end=\"1891\">Energy Performance Certificate (APE)<\/strong>, a document that certifies a building\u2019s energy performance and provides recommendations for improvement.<\/p>\n<p data-start=\"2000\" data-end=\"2300\">Additional initiatives include <strong data-start=\"2031\" data-end=\"2073\">tax incentives for energy retrofitting<\/strong> of existing buildings and the <strong data-start=\"2104\" data-end=\"2157\">promotion of nearly zero-energy buildings (nZEBs)<\/strong>. These efforts align with the European decarbonization objectives and aim to significantly reduce energy consumption in the building sector.<\/p>\n<h3 data-start=\"2302\" data-end=\"2342\"><strong data-start=\"2306\" data-end=\"2340\">Industry Experts\u2019 Perspectives<\/strong><\/h3>\n<p data-start=\"2344\" data-end=\"2547\">According to <strong data-start=\"2357\" data-end=\"2380\">European Commission<\/strong> data, <strong data-start=\"2387\" data-end=\"2544\">buildings account for approximately 40% of energy consumption and 36% of direct and indirect greenhouse gas emissions related to energy use across the EU<\/strong>.<\/p>\n<p data-start=\"2549\" data-end=\"2906\">Additionally, the project <strong data-start=\"2575\" data-end=\"2645\">&#8220;Technology and Energy Transition: What Role for Europe and Italy&#8221;<\/strong>, carried out by <strong data-start=\"2662\" data-end=\"2670\">ECCO<\/strong>, an Italian climate think tank, in collaboration with the <strong data-start=\"2729\" data-end=\"2796\">Rome office of the European Council on Foreign Relations (ECFR)<\/strong>, aims to explore the geopolitical dimensions of technological development related to the energy transition.<\/p>\n<h3 data-start=\"2908\" data-end=\"2949\"><strong data-start=\"2912\" data-end=\"2947\">A Complex but Essential Process<\/strong><\/h3>\n<p data-start=\"2951\" data-end=\"3355\" data-is-last-node=\"\" data-is-only-node=\"\">The energy transition of buildings in Italy is a <strong data-start=\"3000\" data-end=\"3040\">complex and multidimensional process<\/strong> that requires the <strong data-start=\"3059\" data-end=\"3181\">integration of European and national regulations, economic incentives, and the commitment of all stakeholders involved<\/strong>.
